| 1 | Will orders continue to incur an NCAF fee after December 31, 2028? | After December 31, 2028, NCAF will no longer be collected. |
| 2 | What will happen to Task Orders already issued under CIO-SP3 that have a period of performance (including option years) beyond 12/31/2028? |
Orders awarded on or after June 8, 2026: The period of performance may not extend beyond December 31, 2028. Orders awarded prior to June 8, 2026: The period of performance may not extend beyond October 29, 2031, which is 60 months after the GWAC's expiration date of October 29, 2026. However, Agencies may enact policy dictating a truncated period of performance. As such, the HHS Senior Procurement Executive (SPE) office has determined that any HHS component order awarded prior to and on or before June 8, will not have a period of performance extending beyond December 31, 2028. All HHS component orders will not extend beyond December 31, 2028. All non-HHS orders with a period of performance beyond December 31, 2028 will be administered by General Services Administration (GSA) after sunset. |
| 3 | For those Task Orders awarded prior to June 8, 2026, after December 31, 2028, if the options go beyond 12/31/2028, what is the process for NCAF payments and modification upload? | For any option awarded prior to December 31, 2028, the NCAF payment and modification upload process is the same. After December 31, 2028, there is no NCAF payment or modification upload requirement. |
| 4 | Until what date will eGOS portal be active with past RFP docs? | An exact shut down date for the eGOS application is not known at this time. All are encouraged to remove any documents prior to December 31, 2028. |
| 5 | Could Mr. Clark address what timeframe we can expect to learn more about what will happen to Task Orders (under HHS agencies) already issued under CIO-SP3 that have period of performance (including option years) beyond 12/31/2028? I heard that we are supposed to talk with our customers about how our GSA vehicles can support the work under our current CIO-SP3 task orders. However, it's unclear what will actually happen to our task orders, i.e., is it NITAAC's responsibility to find a home to transfer it, does the customer work to transition it to a GSA vehicle? Not looking for answers on this call, just would like an idea what the guidance is for next steps to be able to continue serving our customers. |
Any HHS component order awarded prior to and on or before June 8, will not have a period of performance extending beyond 12.31.2028. Further guidance will be provided later. An exact date when guidance will be provided is not known. All HHS component orders will expire before or on 12.31.2028. Contracting Officers should research other contracting options prior to expiration date to continue service and avoid a lapse in coverage. There is no automatic transfer from a NITAAC contract/task order to a GSA contract. |
| 6 | What is the timeline for Polaris Small Business to get up and running? The protest period has been extremely long with little updates on status. | GSA does not currently have a timeline for the Small Business pool, as we are awaiting decisions on the pending protests. |
| 7 | With NITAAC sunsetting, appreciate the support to ensure continuity of service. Is GSA still planning on releasing Alliant 3 phase II awards by end of September 2026/fiscal year? | GSA is still evaluating the Alliant 3 Phase II awards, so the information that can be shared at this time is limited. |
| 8 | With CIO-CS, we sell a variety of OEMs. Will GSA require we submit a Letter of Supply for each and every OEM we want to sell to CIO-CS customers like they currently do? And, is GSA able to commit to a faster turnaround time of LOS/product adds then what we currently experience? This could be incredibly time-consuming process. |
For product offers, if the offeror is not the manufacturer, it may only propose products it is authorized to distribute under clause I-FSS-644. GSA uses the Verified Products Portal (VPP) to verify supplier authorization directly from participating manufacturers and authorized partners. If an Original Equipment Manufacturer (OEM) participates in VPP, no Letter of Supply (LOS) is required. Offerors should check the VPP Participation Dashboard to confirm OEM participation. If the OEM is not a VPP participant, offerors under the Information Technology (Category F) must upload an LOS in eOffer. Failure to provide an acceptable LOS may result in rejection. These requirements also apply to contract modifications. |
| 9 | Will we be required to apply for a new MAS award for our CIO-SP3 master contract to transfer over even if we already have multiple MAS schedules? |
There is no automatic transfer from a NITAAC contract to a GSA contract. If you already have a MAS contract, a new contract is typically not needed. If you would like to add your CIO-SP3 offerings to your MAS contract, you can do so through an Add SIN modification or, if you already hold the applicable SIN, through an Add Mod. If your existing MAS contract is ending and/or there aren't enough years left in it to pursue new opportunities, then it's recommended to submit a new MAS offer. |
| 10 | Will the previous NITAAC customers be directed to only post their requests under the 54151HEAL instead of the IT products SINs like 33411 or 511210? | Vendors should submit an Add SIN modification for the specific SIN that best aligns with their offerings. Not all offerings will fall under the Health IT Services SIN. |
| 11 | Will GSA offer FASt Lane special written requests for sunsetting CIO-SP3 vendors to obtain GSA schedules or modifications to existing schedules? If so, how do we submit that request? |
Yes, GSA will offer FASt Lane special written request for sunsetting CIO-SP3 vendors.
Note: If you are pursuing an active RFQ and/or RFI, please include the details (links, open/closing dates) for consideration. |
| 12 | Will GSA release an on-ramp opportunity for Polaris soon? | GSA does not have an on-ramping planned at this time for Polaris, since it is still in the initial award stage. The contracting team will review periodically and make a determination if an on-ramp is needed. |
| 13 | OASIS+ - any changes/updates? | OASIS+ is for Professional Services, and today's webinar is focused on IT Services. |
| 14 | Thanks for providing the FASt Lane website, on that site it states a special written letter can be attached to the eOffer submission package. Will GSA be willing to provide a special request letter? | Please note in your mod Cover Letter that the request is for the NIH-GSA Transition. Also, if there is an existing open opportunity/RFQ that your company is pursuing, definitely include that information within the Modification or Offer. |
| 15 | is there a library of example e-mod documents (e.g. poc changes, adding health sin etc)? this would be helpful to small businesses thank you. | Please see the Roadmap to get a MAS contract. |
| 16 | Who can assist with getting the HEALTH SIN? We have tried 2x's using NIH work for the Health SIN relevant experience work, using all the requirements of the HEATH IT SIN - only to be told that the work is IT, not Health IT? | Not all NIH GWAC offerings will fall under the Health IT SIN, some might fall under the scope of other SINs and should be submitted under the specific SINs they fall under. |
