NITAAC has been a federal Executive Agent for more than 25 years. We are authorized each year by the White House Office of Management and Budget (OMB) to award and administer three Government-Wide Acquisition Contracts (GWACs) for information technology (IT) procurement: CIO-SP3, CIO-SP3 Small Business and CIO-CS. NITAAC GWACs can be used by any federal civilian or Department of Defense (DOD) agency to acquire IT services, solutions and commodities from pre-qualified vendors at rates and prices lower than open-market, and in less time than going the traditional full and open route.

CIO-SP3 and CIO-SP3 Small Business provides any federal civilian or DOD agency a mechanism for efficiently ordering IT solutions and services at equitable and reasonable prices while helping to achieve their socioeconomic contracting goals. CIO-CS OMB designation
Access pre-vetted value-added resellers (VARs) and original equipment manufacturers (OEM) to acquire IT commodities and commodity-enabling solutions. Our NITAAC Government-Wide Strategic Solutions (GSS) program, a subset of CIO-CS, is one of three OMB mandatory sources for laptop and desktop buys for any federal civilian or DOD agency. About Best in Class (BIC) designation
Best in Class (BIC) is a government-wide acquisition designation for contracts and vehicles that can be used by multiple agencies and that satisfy these five key criteria defined by the White House Office of Management and Budget:

Data-driven strategies to change buying and consumption behavior (i.e., demand management)

BIC Solution Owners
For solutions that have been designated as BIC, solution holders are required to comply with the requirements outlined in the BIC assessment process, including annual reviews as well as sharing the following information on a quarterly basis on the Acquisition Gateway:
- prices paid information that supports comparative analytics
- current and past spending, addressable spend and cost avoidance
- performance data that demonstrates the value of the solution, including, but not limited to evaluation of pricing, vendor and solution performance, customer feedback, and fees
- data on commodity and demand management based on supply analysis, market information, agency spend and usage
Solution owners shall also be responsible for taking actions that can help agencies meet their socioeconomic responsibilities through BIC and government-wide solutions, including by baselining participation by:
- 8(a) Organizations
- Small Businesses
- Women-Owned Small Businesses
- Service-Disabled Veteran-Owned Small Business
- HUBZone Organizations
These socioeconomic considerations lead to the evaluation and feasibility of creating a set-aside vehicle in connection with a new government-wide or BIC solution.
