In accordance with the CIO-SP4 solicitation, NITAAC began sending out Phase 1 notices of successful and unsuccessful offerors as well as requests for signed J6 Documentation letters the week of January 8, 2024. We anticipate sending out Phase 2 and Phase 3 completion notices in the coming weeks.

CIO-SP4 Update 7/11/2023
The Chief Information Officer-Solutions and Partners 4 (CIO-SP4) solicitation has been heavily anticipated by both government and industry, alike. The journey of bringing CIO-SP4 to market has admittedly been a long one, filled with all the expected growing pains of a record setting competitive federal acquisition. With those growing pains, we also have had to contend with a significant rule change by the Small Business Administration (SBA), some staff turnover, and a heavy amount of media coverage – including rumors and other misinformation. CIO-SP4 Update 3/31/2023
The NIH Information Technology Acquisition and Assessment Center (NITAAC) completed its evaluation of proposals in all three phases in accordance with the subject solicitation, including its source selection procedures. The NIH is awaiting the SBA to confirm small business size standards for the apparent successful offerors, while we continue to perform our responsibility checks in accordance with FAR 9.104. Therefore, we are posting a “preliminary” notice of apparent successful offerors until such time that we can post the actual apparent successful offeror notice. This “preliminary” listing may not yet be comprehensive and complete.
CIO-SP4 Update 3/29/2023
NITAAC values transparency and wants to provide an update to our customers on the status of CIO-SP4. CIO-SP3 expires on April 29, 2023 and customers can continue to place orders up to this date that can go out five years in performance. NITAAC plans to provide the preliminary notification of apparent successful offerors for CIO-SP4 on or before 3/31/23.
Small businesses play a vital role in federal acquisition. We value small businesses and they will be a key part of our new contracting vehicle.

NITAAC plans to announce CIO-SP4 awards on or before 3/15/2023 and has extended the CIO-SP3 GWACs, unrestricted and small business, through 4/29/23. This ensures there is no break of service during the award of CIO-SP4 and continued coverage for NITAAC agency partners who use our contracting vehicle.
CIO-SP4 Update 10/28/2022
NITAAC plans to announce CIO-SP4 awards on or before 12/15/2022 and has extended the CIO-SP3 GWACs, unrestricted and small business, through 1/06/23 on current modifications. This ensures there is no break of service during the award of CIO-SP4 and continued coverage for NITAAC agency partners who use our contracting vehicle.
CIO-SP4 Update 1/28/2022
On January 27, 2022, NITAAC issued Amendment 15 to the CIO-SP4 RFP which extended the proposal due date to February 11, 2022, at 5pm EST. Offerors are strongly encouraged to review all of the Amendments and corresponding documents in their entirety.
Revised proposals should be submitted to the iNsight Proposal tool in accordance with Amendment 14 (issued on January 14, 2022) and Amendment 13 (issued on January 11, 2022) providing offeror instructions on utilizing the iNsight Proposal tool.
The previous Amendment number 12 (issued on December 15, 2021) was NITAAC’s initial response to a Government Accountability Office ruling partially sustained on November 23, 2021. This modification allowed offerors to submit proposal revisions to sections L.5.2.1 through L.5.2.4 corresponding to sections on the self-scoring sheet about which there were questions.
Amendments 12-15 were released to SAM.gov on the dates mentioned and are currently available and recommended for viewing.
CIO-SP4 Update 12/16/2021
The CIO-SP4 solicitation has been extended through January 21, 2022. We plan to issue an amendment by the week of January 3rd with instructions on how to update, register and send revised proposals.
CIO-SP4 Update 11/4/2021
We fully expect and intend CIO-SP4 will be awarded in a timely manner. If there is a delay in the award date of CIO-SP4, please know CIO-SP3 and CIO-SP3 Small Business may be extended up to a year and NITAAC will ensure there is no gap in contractual coverage between CIO-SP3 and CIO-SP4.
